Information
The DPW operates the city's water and sewer system for residential and commercial property. Services include meter installation and reading, maintenance of the city's water/sewer infrastructure, and residential and commercial billing. The Treasury department is responsible for collecting all payments due to the city for property taxes, water bills, reconciling department receipts, and performing other related transactions as required.
Water bills are sent on a quarterly basis and payments are due at City Hall or online by 5 PM on the 18th of the month that the bill is received. If the 18th is on a weekend or holiday, payments are due on the next business day. Additional fees will be added to late payments.
Payments can be made at City Hall or online. City Hall hours are from 8:30 AM until 5 PM, M-F. The building is closed from 1 PM - 2 PM daily. For your convenience, a drop-box for payments is located outside of City Hall.

The City of Berkley is committed to providing safe and reliable water and transportation/treatment of sewer to all users of the system. Water and sewer charges should generate enough funds to cover wholesale obligations, debt service, operating costs, equipment, and future capital improvements. Below are the current charges listed on the quarterly water/sewer service invoice along with a brief explanation of those fees.
Please note: Berkley continues to have very competitive rates for municipal utilities. An annual survey of southeast Oakland County communities shows Berkley remains one of the lowest for total charges and year-to-year increases. Note: The average quarterly residential water and sewer invoice in Berkley is roughly $250.
WATER AND SANITARY (Code WA): $11.23 per 1 unit=100 cubic feet=748 gallons
This rate represents the quarterly consumption of water used based on regular meter readings. It also pays for the associated sanitary sewer flow and treatment. The rate increased in Fiscal 2023-2024 primarily based on increases in the wholesale charges paid monthly to SOCWA/GLWA for water and WRC/GLWA for sewer.
READY TO SERVE (Code RS): $26.93 – based on a ¾” meter
This charge represents the fixed costs of maintaining the existing water and sewer system
STORM WATER (Code SW): $82.95 per ERU (Equivalent Residential Unit)
This charge covers the cost of transporting and treating the stormwater runoff from impervious surfaces with monthly payments made to the Oakland County Water Resource Commissioner (WRC). A standard engineering calculation was previously developed to determine stormwater runoff based on impervious areas. This charge also includes debt payment obligations for the upgrading of the George W. Kuhn Drain.
RESIDENTIAL REFUSE (Code RR): $17.21
This residential fee contributes to the cost of maintaining the Sanitation Fund, which includes curbside mixed recycling, regular garbage pickup, brush disposal, yard waste, and leaf removal.

How Do I Enroll?
- Enrollment is easy! Simply complete steps 1-4 on the Direct Payment Enrollment Form and return the completed, signed form to Public Works.
- Then, continue to pay as you normally would until you receive a notification on your bill that the service is active.
- Once you sign-up your enrollment will stay effective until you send a written notice to the city to discontinue this service!

Call or email the Department of Public Works to temporarily change the mailing address for your bill. Be sure to notify us when you return to Berkley so we can update your address.

The water can be shut off at the curb to limit concerns with pipes freezing within the building footprint.
If you set up a forwarding address for your mail at the post office, be aware that because water bills are mailed to “Occupant” the post office will not forward these bills..
